The setting up of the Knowledge Management system would require creation of a database; development of a web portal for extraction of required information by the users and upkeep of the whole system. This would need specialised manpower for designing the software during the development stage and then for maintenance of the system. Hardware and other facilities would also be required for hosting the portal.
The Central Vigilance Commission shall fund the development and maintenance of the Knowledge Management system on behalf of IAACA. It shall provide the infrastructure, facilities and secretariat services to the Task Force. The technical work of development and maintenance of the system has been assigned to the National Informatics Centre which is the premier agency providing IT services to the Government of India. A team at CVC will be responsible for administration of the knowledge management system.
The ownership of the knowledge management system along with all the data contained in it shall lie with the IAACA. Central Vigilance Commission will only be the custodian and will manage the system on behalf of the IAACA.
The following sequence of activities would be adopted for Setting up of the Knowledge Management system:-
